You can build massive complexes to feed your own ships with weapons and missiles and sell the rest off, or produce wares needed by other stations. It's not a control ten thousand cities empire ala Sid Meier's Civilization but a trade empire. X3TC will do the empire in space, but there's no planetary interaction that I know of, although I don't follow the modding scene.
